Chapter 33 – Post 9/11 GI Bill® 

Military Personnel who completed at least 90 days of aggregate service after Sept. 10, 2001, or who developed service-connected disabilities after 30 days.  

Chapter 35 – Survivors and Dependents 

Dependents of veterans who have a 100 percent service-connected disability or are deceased due to service or a service-connected disability. 

Chapter 1606 – Montgomery GI Bill® Selected Reserve 

Reservists with no deployments and a 6-year obligation. 

Chapter 31 – Veteran Readiness and Employment 

Veterans with a service-connected disability that limits their ability to work or prevents you from working without obtaining further education. 

Missouri Returning Heroes Act 

Veterans who have served in armed combat and can provide military service documentation, have been honorably discharged, and are a registered or eligible voter in the state of Missouri.

Chapter 33 qualifiers that have additional out-of-state or graduate school tuition and fees that the Post-9/11 GI Bill® doesn’t cover. 

Student Responsibilities 

Before Coming to Truman – Apply for benefits at va.gov. Call the Education Call Center at 888.442.4551 with any eligibility questions. Submit a copy of your Certificate of Eligibility to the Registrar’s Office. Students using Ch. 35 benefits will also need to provide their sponsor’s social security number. 

Before the Semester Starts – After registering for classes, submit an Intent to Enroll form to the Registrar’s Office. Some factors such as repeated coursework, online vs. in person courses and different parts of term can affect your benefits. Turning this paperwork in early helps us identify potential issues while there is still time to fix them. 

During the Semester – Notify the Veteran Representative of any changes in your registration, academic standing, or enrollment status. Schedule changes might incur additional charges on your account.  

You will be asked to verify your enrollment monthly by the VA via email. 

Payments 

Chapter 33 – Post 9/11 GI Bill® 

  • Tuition and fees are paid directly to the school on behalf of the student.  
  • A monthly housing allowance (MHA) is paid directly to students at the end of each month. The MHA rate is based on BAH rates for an E-5 with dependents in Kirksville. This amount is prorated based on the percentage of benefits you’re eligible for, your rate of pursuit, and the location you are taking your classes.  
  • Students are eligible for a lump sum books and supplied payment paid directly to the student at the start of each semester equal to $41.67/credit hour up to 24 credits, prorated by the percentage of benefits you’re eligible for.  
  • GI Bill® pays for mandatory tuition and fees only. This does not include housing, meal plans, or parking.  
  • If you are using other scholarships, it is recommended to discuss the use of the GI Bill® with financial aid prior to having your courses certified 

Chapter 35 – Survivors and Dependents 

  • Students are paid benefits monthly by the VA and are still responsible to pay the balance on their student account. 
  • Rates are based on how many courses you’re taking. If you are taking fewer courses than full time that are applying towards your degree program, you might not be eligible for the full rate. Taking classes in multiple parts of term can also result in less than the full rate.  
  • Rates are prorated based on the number of days you are enrolled in a month. For example, if classes start on the 20th, you will get a payment for 11 days of enrollment that month. 
  • Tuition rates change each year. The rates are posted in August for October 1 – September 30.

Chapter 31 – Veteran Readiness and Employment 

  • Tuition and fees are paid directly to the university on behalf of the student.  
  • Books and supplied can be covered by utilizing the First Day Complete program.  
  • A monthly subsistence allowance is paid monthly based on training time and dependents.  

Missouri Returning Heroes Act 

The Missouri Returning Heroes Act, Section 173.900, RSMo, established August 28, 2008, as amended effective August 28, 2019, provides reduced tuition for certain combat veterans attending public institutions of higher education. 

Undergraduate  

  • Limits the amount of tuition charged to $50 per credit hour. 
  • Veterans must maintain a cumulative GPA of 2.5. 

Graduate 

  • Limits the amount of tuition charged to 30% of the cost of tuition and fees. 
  • Veterans must be enrolled in a graduate program leading to a graduate degree, 

If a combat veteran is eligible to receive any other types of financial assistance under any other federal or state student aid program, the tuition reduction may, at the veteran’s discretion, be applied before all other federal and state aid.
